Proposal Development

The COSAM Office of Associate Dean for Research (ADR) works closes with the Office of the Vice President for Research (OVPR) to support faculty, students, and staff in the development of applications for internal and extramural funding, to ensure research compliance, and to assist with pre- and post-award management.  As the OVPR moves to a decentralized model the COSAM ADR office has developed a series of processes to ensure a timely development and submission of proposals.  Our goal is to complete all internal reviews 72 hours prior to submission deadlines.

The COSAM ADR Office has prepared template and example files for the “standard” documents required by most agencies.  These include items such as:  2-page CV, data management plan, budget template, budget justification, etc.  These files are located on the university’s “SPIRIT” cloud drive.  Each faculty member has a unique folder that has been created for you on the SPIRIT drive for proposal development activities.  The departmental administrators and the Office of Research Staff will be able to see any files you load into this space and can assist you in preparing files for your proposal.

30 days from proposal deadline:

  • Contact your department administrator to begin preparation of “standard” documents for proposal submission. The department administrators are to be the primary PI “point-of-contact” with questions routed through them to the COSAM ADR office.  The department administrator contact area:

Use SPIRIT drive to obtain example files and templates.

  • IMPORTANT: in order to obtain university approval for proposal submission, the following minimum set of documents are needed: budget, budget justification, and statement of work (e.g., proposal summary).

10 days from proposal deadline:

  • Strongly recommended: Have a completed budget, budget justification, and statement of work (proposal summary).
  • Recommended: Have completed versions of all other "standard" forms (e.g., CV, current and pending support, conflict of interest forms, facilities and equipment forms, etc.) completed.
  • Load all proposal documents in the SPIRIT drive to allow departmental administrators and ADR Research staff to review your documents for compliance.
  • Departmental contact will submit e-cover for approvals.

7 days from proposal deadline:

  • Begin uploading documentation to sponsor website

3 days from proposal deadline:

  • Provided all required documents are available, the COSAM ADR office will complete a final review and inform the PI when the review is complete.
  • PI should email (or call) the COSAM ADR office when the proposal is ready for submission.

NOTE: If you are developing a proposal that will require subcontracts and/or cost sharing, we recommend that you start the development process an additional 10 to 15 days earlier in order to ensure enough time to prepare the additional documentation and obtain the needed approvals.
