Procedures:

Tables shall be added only as required. Approval of creation of tables should based on the following:

review existing tables to determine if a table that meets the need already exists;
if no suitable table is found, evaluate similar tables to determine if a view of an existing table that meets the need may be created;
if no table exists and no view can be created, a table may be created.

Tables should be created only if absolutely required.

Notes: Because of limiting software factors, the maximum number of entries for a table should not exceed 1500 entries.
