France
1789 Washington is inaugurated. The French Revolution begins on July 14 with the storming of the Bastille. Jefferson is there as an eyewitness.
1790 Secretary of the Treasury Hamilton and Secretary of State Jefferson compromise for the nation to assume states' debts if the nation's capitol is moved to the Potomac.Ý  *
1791 Law establishing the Bank of the United States is signed by Washington. Excise Tax on whiskey is passed into law. Whiskey farmers become concerned. Constitution is amended with the Bill of Rights. *
1792 Thomas Jefferson's Democratic- Republican Party is established in opposition to Alexander Hamilton and the Federalists. France goes to war against Austria and Prussia
1793 Proclamation of Neutrality is issued by President Washington concerning the war between France and Great Britain. Jefferson resigns from cabinet  Reign of Terror begins in France when Robespierre and his Jacobins gain power. King Louis XVI and his wife, Queen Marie Antoinette, are guillotined. 

Britain joins other European monarchies already at war against France.

1794 Western Pennsylvania farmers begin to rebel against the excise tax on whiskey by tarring and feathering tax collectors. *
1795 Hamilton resigns from cabinet *
1796 Washington refuses a third term. Delivers his farewell address.  *
