Warren Master

Warren Master

Warren Master is the Editor-in-Chief of The Public Manager. A former Peace Corps volunteer in Turkey and a cultural anthropologist by education, he helped organize and oversaw antipoverty programs.

Mr. Master served in a variety of senior executive (SES) positions in the federal government before retiring after thirty years of career civil service. Half of his federal service was in the Department of Health & Human Services (DHHS), including tours as Acting Assistant Secretary for Human Development Services (HDS), Acting Commissioner and Deputy Commissioner for Children, Youth and Families (ACYF), Director Policy Development (HDS), and Chief of the Bureau of Quality Control for the then Health Care Financing Administration (HCFA).

After leaving government, he formed his own international consulting firm and, among other assignments, led an interagency study group for the National Academy of Public Administration on the Government Performance and Results Act and provided strategic management consulting services on behalf of the US Agency for International Development in Nigeria and Bosnia. Mr. Master later served as director of public management consulting for a nationwide public accounting and consulting firm

He writes and speaks regularly on strategic public management topics and writes a blog on the culture of bureaucracy for The Public Manager. His relationship with the quarterly practitioner journal began while still in government, contributing articles, leading forums, and serving as a feature editor.

He has a MA in Cultural Anthropology from Indiana University and a BA from City College of New York.
