Administrative and Professional Assembly


August 6, 1996 - 3:00 p.m.

Jim Stone, The Chair, called the meeting to order at 3:05 p.m. Representatives present: Alesia Boyd, Bill Compton, Kim Durbin, Carl Gagliano, Robert Gottesman, Ellyn Hix, Angie Jacobs, Bruce Lewis, Minnie Melton, Michael Miller, Liza Mueller, Betty Reese, Kevin Robinson, Peggy Stallworth, Jim Stone, Sherry Sydnor, Ted Trupp, and Teresa Vest.

J. Stone recognized K. Robinson as a new member of the Assembly. K. Robinson is serving the final weeks of Teresa Hall's term.

J. Stone welcomed the group and outlined the agenda for the meeting. The minutes from the April 23 meeting were reviewed. R. Gottesman motioned that the minutes be accepted. B. Reese seconded the motion and the motion carried.

J. Stone asked the Committee Chairs to report on the work of their respective committees. M. Miller, Chair of the Professional Development Committee, reported that his committee had met 6 or more times over the year. Discussions were held concerning the Continuing Education and Professional Certifications of A&P employees. The committee looked into what information and policies are already in existence at the University concerning these two areas of discussion. In April 1996 the committee conducted a survey of A&P employees concerning levels of involvement in professional certification. The committee is currently in the process of developing guidelines for Operating Procedures as well as constructing an Annual Report to be submitted to the A&P Executive Committee.

Lynda Sayers, Chair of the Welfare Committee, was absent and thus no report was made. Frances Ledbetter, Chair of the Calendar Committee reported that her committee had met one time. The Calendar Committee is organized, presently operating on an on-call basis, and would like some guidance from the Assembly. There has not yet been any contact with the Senate's Calendar Committee.

David Moncus, Chair of the Grievance Committee, reported that his 15 member committee has been fairly active. Six individuals were chosen to be members of a quick-response team charged with trying to remedy problems. D. Moncus reported that his committee dealt with one full-blown mediation situation this year. This situation was not successfully resolved. Several less serious discussions were handled by the committee and all resulted in favorable outcomes for the A&P employees involved. D. Moncus reported that agreement was reached with University Personnel Services concerning work-related complaints by A&P employees. University Personnel Services has agreed to not be involved in the grievance process of A&P personnel once the A&P employee has filed a work related complaint.

Jim Ferguson, Chair of the Nominations and Elections Committee, explained the process for determining eligibility for office. He also outlined how the present list of nominees was determined. J. Ferguson then offered the following slate of nominees to the Assembly for consideration:

L. Mueller motioned that the nominees be considered for election. K. Robinson seconded the motion and the motion carried.

The election proceeded with the candidates for office consisting of the nominees mentioned above as well as nominations made from the floor. The election outcomes were as follows:

J. Ferguson reported on the upcoming September elections to fill eight vacancies on the Assembly. The Nominations and Elections Committee will handle the balloting and elections. Six new Assembly members will be elected to fill the positions of the individuals who are rotating off the Assembly (B. Compton, E. Hix, B. Lewis, C. Love, C. Mueller, and T. Vest). An individual will be elected to fill R. Gottsman's former Assembly representative position due to the vacancy being created as he moves into the role of Chair-elect. The final Assembly vacancy to be filled is that created by Teresa Hall who recently secured employment outside of the University.

Agreement was reached regarding committee membership and leadership. Present committee chairs and members are to serve through the Spring of 1997 since most of these committees have been operational for such a short time.

J. Stone reported that a joint committee consisting of A&P Assembly and Faculty Senate representatives has been formed to determine the make-up of University Committees. Members of this committee are:

Gary Swanson - Faculty Senate
Kent Fields - Faculty Senate

The committee will report back to both the Assembly and the Senate.

The next meeting of the Assembly is scheduled for 3:00 p.m. Tuesday, October 22, 1996 in room 213 of Foy Union.
