ARTICLE I - NAME:

By charter granted December 5, 1969, this organization shall be known as the Gamma Chapter of Alpha Eta Rho. The Organization shall operate under Auburn University Charter Organization number 13-12569.

ARTICLE II - OBJECTIVES:

The objective of the Gamma Chapter, in accordance with the National By-laws of Alpha Eta Rho, shall be: 1. To further the cause of aviation in all its branches. 2. To instill in the public mind a confidence in aviation. 3. To promote contacts between the students of aviation and those engaged in the profession. 4. To promote a closer affiliation between students of aviation for the purpose of education and research.

ARTICLE III - MEMBERSHIP AND RESPONSIBILITY:

Section 1: Membership in this organization shall be open to interested and otherwise qualified students as defined by the National Bylaws of Alpha Eta Rho without regard to race, color, national origin, sex, religion, age, or disability.
Section 2: There shall be four classes of membership that make up this organization: Active members, Inactive members, Pledges, and Alumni members.
Section 3: Membership shall be determined based on the current Auburn University Semester System. For the Purposes of this organization, the semesters shall be Fall and Spring.
Section 4: A Candidate for Active Membership who wishes to become a pledge must meet the following requirements:
1. The Candidate must meet all financial obligations to the fraternity.
2. The Candidate must meet all pledge requirements approved by the membership.
3. Non-compliance of said requirements by a Candidate are subject to review by the Pledge Master.
4. The Candidate may be refused entry by a 1/4 vote of denial by the active membership.
5. The Candidate must attend formal initiation.
6. The Candidate must have at minimum of 2 semesters remaining at Auburn University prior to graduation.
Section 5: Any previously initiated member of a chartered chapter of Alpha Eta Rho, may, upon application, be approved for membership in Gamma Chapter by a 3/4 vote of the membership.
Section 6: Inactive Status: Any member who requests, and is granted, inactive status shall have no affiliation with the activities and functions of Gamma Chapter, no voting rights, and no financial obligations during the inactive period. Upon the end of the desired Inactive period, the member shall return to Active status.
For a member to obtain Inactive Status, he/she must submit a written request to the Secretary within the first two weeks of the requested inactive Semester. That request is subject to approval by a 3/4 vote of the officers, and shall be valid for a period not to exceed one semester.
Any Active Member participating in the Auburn Co-operative Education, Internship, or Study Abroad Programs shall be considered inactive during his/her work semester. No notice of intention to the organization shall be necessary. However, upon payment of Membership dues, the member may attend Chapter functions during the work semester.
Section 7: Suspension: Any member of Gamma Chapter is subject to suspension from the Chapter for one or more of the following:
1. A 3/4 vote of the active membership.
2. Neglecting payment of financial obligations.
3. Failure to request and receive approval on inactive status as defined in Article III, Section 5.
4. Unexcused absences specified in Article VII, Section 3.
5. Conduct of an active member that is adverse to the well being of Alpha Eta Rho, determined by unanimous vote of the officers.
Suspension shall be for a probation period of one semester, during which time all Membership Privileges shall be revoked, including voting rights and social function attendance, in addition to the provisions of the National By-Laws of Alpha Eta Rho.
If a member remains in violation of the rules constituting suspension, he/she may be permanently removed from the roles of the chapter by 3/4 vote of the active membership. He/she shall then be subjected to the rules stated by Auburn University for Members suspended by a Chartered Organization.
Section 8: Academic Dishonesty: Any member convicted of Academic Dishonesty as defined in the Tiger Cub shall be expelled from this Chapter of Alpha Eta Rho indefinitely.
Section 9: Conduct: All members must agree to follow the current Alpha Eta Rho Code of Conduct.

ARTICLE IV – FINANCIAL OBLIGATIONS

Section 1: Membership Dues: Dues shall be set at $85 per fall semester and $85 per spring semester for existing members of the organization.
Section 2: Pledge Dues: Dues shall be set at $85 per semester for those wishing to pledge the organization. Of these dues, $25 shall be used to cover expenses related to the pledge process and any necessary dues paid to the National Chapter of Alpha Eta Rho.
Section 3: Collection Period: The collection period for membership dues shall last two (2) weeks and commence within one month of the first meeting at the discretion of the officers of the organization.
Section 4: Late Fees: Those members and pledges that have not paid dues by the conclusion of the collection period shall be charged a $10 per week late fee.
Section 5: Reinstatement Fee: There shall be a reinstatement fee of $5.00 to any member who has been placed on Suspension and seeks readmission to the Organization with Full Membership. This fee shall not apply to those members placed on Temporary Suspension as defined in Article III, Section 8 or those members placed on automatic suspension by Article IV, Section 10.
Section 6: Modification of Dues and Fees: Dues and Fees shall be set by a consensus of the Officers of the Organization at the beginning of each semester. Dues shall be set in such a manner as to allow all activities of the organization with adherence to the minimum and maximum balance set forth in Section 7 of this Article.
Section 7: Minimum and Maximum Balance: At the conclusion of each spring semester, the monetary balance of the Organization shall not be below $150 and shall not exceed $400.
Section 8: Refund of Dues and Fees:
Part a: General Members: Upon written provision of a valid reason, subject to approval of the officers of the organization, a prorated (on the half semester) portion of one half of those member dues not previously spent may be refunded to an active member. Following mid-semester, no refunds shall be given.
Part b: Candidates for Membership: Upon written notification of a desire to withdraw from the pledge process and request for refund, that portion of pledge dues allotted to national chapter dues as defined in Section 2 of this Article may be refunded.
Section 9: Treasurer: It shall be the responsibility of the Treasurer to deposit all monies received within a period not to exceed 10 business days following date of receipt. If a member or the organization incurs any bank fees due to violation of this Section, the Treasurer shall be held financially liable.
Section 10: Bank Fees: Should any fees be incurred through the bank by our organization as a result of the actions of a member, including, but not limited to, return of a check and bounced checks, that member whose actions caused the fee shall be held responsible for the fee. Nonpayment within 10 business days of a request shall result in automatic suspension as defined in Article III, Section 6.
Section 11: Destruction of Private Property: Should any fees be incurred due to destruction of private property during a Alpha Eta Rho sponsored event by any member, or group of members (consisting of less than 1/3 the total membership), the guilty party will be held financial liable. Nonpayment within 10 business days of the reported destruction shall result in automatic suspension as defined in Article III, Section 6.

ARTICLE V - OFFICERS AND APPOINTMENTS

Section 1: The Chapter officers and their duties shall be:
a. President: It shall be the duty of the President to call and preside over all regular and special meetings of the chapter; appoint and serve as ex-officio member to all standing and special committees; receive all matters presented for consideration by the fraternity, and make assignment of each to the proper committee. He/She shall have the authority to make expenditure to maintain common business of the Chapter in accordance with Article X, Section 2. The President shall be responsible for the proper functioning of the Chapter, and for formulating and maintaining the chapter policy in accordance with the will of the fraternity.
b. Vice President: The Vice President shall assist the President in the operation of the Chapter and shall assume the duties of the President in his/her absence. He/She shall also act in the capacity of any other officer absent from a meeting. The Vice President shall coordinate and supervise the general functions of all committees and refer specific policy decisions to the President when deemed necessary. In addition, the Vice President shall maintain a running list of all property of the Organization and who is in possession of it.
c. Secretary: It shall be the duty of the Secretary to keep the minutes of all regular, special, and officer meetings. He/She shall receive, forward, answer, and attend to all Chapter correspondence, with the exception of correspondence specifically addressed to Chapter officers. He/She shall keep a registry of all members of Gamma Chapter and Chapter mailing list. The Secretary shall be responsible for the Chapter file and all Chapter periodicals.
d. Treasurer: The Treasurer shall have charge of the funds of the Chapter and shall make all required financial reports and such expenditures as may be authorized by the membership, officers, and the President. All chapter funds shall pass through the control of the Treasurer, whereupon he shall keep an accurate ledger concerning such funds. The Chapter ledger is subject to audit by any qualified person at approval of the majority of the officers at any time. Furthermore, a mandatory audit must be performed during the last 30 calendar days of the semester. The audit committee shall include the Treasurer, no less than two (2) additional officers, and no less than two (2) General Members of the Organization.
e. Pledge Master: The Pledge Master shall take charge of instructing pledges in their responsibilities and privileges in preparing them for membership in accordance with the Gamma Chapter pledge training program. It shall also be the Pledge Master's responsibility to update the Pledge Handbook as necessary. The Pledge Master shall possess the authority to edit the pledge process as he/she deems necessary upon consultation of the remaining Officers of the Organization.
f. Public Relations: He/She shall keep permanent addresses of all existing members and alumni. He/She shall inform alumni of activities including Alumni Reunions and formals. He/She shall strive to foster relationships between members, alumni and other aviation professionals in an effort develop a strong professional network for the organization. He/She shall promote AHP by means of posting flyers, visiting classes or arranging for classes to be visited by AHP representatives, maintaining professional contacts, and doing whatever else he/she can to promote the fraternity under the direction of the other officers. The Public Relations officer will also be responsible for constantly updating a written and pictorial scrapbook of all Chapter activities. He/She shall then hold and maintain previous scrapbooks as a record of the organization. He/She shall also be responsible for the coordination of all community services that the organization is involved in.
g. Parliamentarian: He/She shall be responsible for keeping the order of the meetings. He/She shall call the meeting to order, and maintain parliamentary procedure as directed by the President and the other officers. He/She shall also ensure that members are meeting the requirements of the by-laws. This shall include keeping an accurate record of membership by class of active, inactive, or alumni members. He/She shall bring before the executive committee matters involving membership. He/She shall work with the President and the other officers to determine the membership status of any member in question. In addition, the Parliamentarian will be responsible for maintaining and updating the fraternity’s website in accordance with the desires of the chapter and approval of the officers.
Section 2: If an officer, other than the President, is unable to perform his duties, the President may hold an election for a member to serve in his/her place for the remainder of the term of office. If the President is unable to perform his/her duties, then the Vice President shall serve in the President’s place for the remainder of the term of office.
Section 3: If any officer misses more than three membership meetings and/or three officer meetings per semester, the officer shall be considered unable to perform his/her duties, and shall be subject to section 2 of this article. If an officer is unable to attend a meeting, he/she must contact either the President or Vice President as soon as practical.
Section 4: Responsibility may be delegated from one office to another upon approval of the officers holding the offices and majority vote of the remaining officers.

Section 5: If, in the opinion of the officers, a large turnover of officer shall occur during elections, a Transitional Officer may be appointed to ensure continuity. The Transitional Officer shall be appointed by the officers approximately one month prior to elections, and the term shall last through the first month of the Fall Semester. The Transitional Officer shall be an officer without officers voting privileges, and shall be eligible for Chapter elections.

ARTICLE VI - ELECTION OF OFFICERS

Section 1: All officers shall be elected at a regularly scheduled business meeting of the spring semester to serve a term of office for one calendar year.
Section 2: Eligibility: To be eligible to run for office, a Member must meet the following requirements as of the time in which the officer position will commence:
a. President: The Member must be an Aviation Management or Professional Flight Major. The President of the Organization represents all Aviation Students, and as such must be able to adequately represent them. The Member must be in at least their third (3rd) year at Auburn University. The Member must have been an Active Member of the Gamma Chapter of Alpha Eta Rho for a minimum of one (1) full calendar year, and have been initiated into the Gamma Chapter of Alpha Eta Rho. The Member must have previously served as an Officer of the Gamma Chapter of Alpha Eta Rho. The President may serve a maximum of two elected terms in office, not to exceed six semesters as defined in Article III, Section 3.
b. Vice-President: The Member must have been an Active Member of the Gamma Chapter of Alpha Eta Rho for a minimum of two full semesters.
c. All Offices: The Member must be in good standing as a student at Auburn University. In addition, no member convicted of Academic Dishonesty shall be eligible to hold office.
d. Ineligible Members: Should a member, ineligible to hold an office by this section, desire to run for office, an amendment may be created on a cased by case basis. The request for such an amendment must be made in accordance with Article VIII, Section 2 a minimum of two (2) weeks prior to elections.
Section 3: Officers shall be elected in the following manner:
1. Nominations shall be made from the floor one (1) week before election.
2. After all nominations are made for a particular office; the nominees shall make a brief speech explaining his/her qualifications for that office.
3. The floor shall be opened for discussion.
4. The election of officers shall be by secret ballot and the election shall be certified before the meeting is adjourned. All active members shall have one vote, except for the President, whom shall have no vote except as provided in item (6) of this section.
5. A simple majority shall determine the election.
6. In the event of a tie, the President shall cast the deciding vote.

Section 4: The defeated candidate for any office shall be eligible for nomination to any succeeding office.
Section 5: If more than three nominations are made for any office, a run-off ballot shall be required. The two nominees receiving the most votes shall be eligible for final election.
Section 6: All materials pertaining to a particular office shall be handed down to the succeeding officer within one week of the last official sponsored event of the Spring Semester. Failure to do so shall result in automatic Suspension from the Organization.

ARTICLE VII - MEETINGS

Section 1: The day, time, and place for all the regular meetings of the Chapter shall be scheduled at the beginning of each semester by the Executive Committee.
Section 2: All special meetings shall be called by the President.
Section 3: Attendance at all regular and special meetings is compulsory unless excused by the President. Upon the sixth absence, the member shall be suspended from the Organization as defined by Article III, Section 7.
Section 4: No regular meetings shall be held during final exams.
Section 5: Meetings shall be conducted in accordance with Parliamentary procedures.
Section 6: A quorum at any meeting shall be at least one-third of the active membership. A quorum must be present at any meeting at which business functions are conducted.

ARTICLE VIII - BY LAWS

Section 1: Amendments to these By Laws shall be made by a 3/4 affirmative vote of those present and voting at a meeting handling this purpose and announced at the preceding meeting of the chapter.
Section 2: An amendment may be proposed by the officers or by petition to the Secretary containing the written signature of twenty-five (25%) percent of the active membership. This petition shall then be voted on in the regular manner described in Section 1 of this article.
Section 3: Each member shall be furnished a copy of the National By-laws and the Gamma Chapter By-laws upon written request to the officers.
Section 4: Any provisions of these By-laws which contravene the National Bylaws of Alpha Eta Rho shall be deemed invalid
Section 5: The Bylaws of the Organization shall be ready and made available to the General Membership by the third (3rd) general business meeting of each semester.

ARTICLE IX - FACULTY ADVISOR

Section 1: It shall be the duty of the Faculty Advisor to direct and advise the fraternity in any manner possible.
Section 2: Eligibility: The Faculty Advisor must be an Aviation Management Faculty Member.
Section 3: Term: The Faculty Advisor shall be decided upon by a simple majority vote of the General Membership. The Faculty Advisor shall then hold office until his/her resignation is tendered or the organization is informed by the faculty head that the advisor is unable to serve the organization.

ARTICLE X – ORGANIZATION FINANCES

Section 1: The President, Vice President, and Treasurer shall be the only members with access to the Organization Checking Account.
Section 2: Prior to any expenditures being made, approval must be granted by the Treasurer and not fewer than two (2) additional Officers.
Section 3: The Organization Checking Account shall be balanced at all times, and shall be checked by the President and Vice President immediately prior to being turned over to the new Treasurer at the conclusion of the Treasurer’s term.
Section 4: All Financial Materials of the Organization, including, but not limited to, Checks and Check Cards, shall remain in the possession of the Treasurer at all times. If an expenditure is going to be made, a check may be endorsed and given to a member for use provided the expenditure is clearly defined in terms of what is to be purchased and the cost of the expenditure, and has been properly approved as defined in Section 2 of this Article.

ARTICLE XI – REVISIONS

Section 1: These bylaws have been revised and approved by the Membership of the Gamma Chapter of Alpha Eta Rho this 5th Day of Dovember, 2005.
