The planning process is comprehensive and involves the interrelated activities of acquisition, lease, apportionment, use, utilization, and sale of real property; the design, construction, renovation, apportionment, location, use, utilization, and removal of facilities erected thereon; and the assessment, assignment, modification, reassignment, and general stewardship of the space contained within those facilities.
