We selected the lowest ranked school district in this area (The Rio Grande Valley of Texas) to experiment with quality systems. Here's the case of the Roma Independent School District now boasting three schools ranked by the Texas Education Agency as "exemplary schools" with achievement rates which have doubled every year.

The concern here is how best to blend market forces (the drivers of quality improvement in the private sector) with traditional educational quality improvement practices of learning enterprises into a working routine (a system of work) that facilitates the learning enterprise's quality improvement.

"Studying transformation processes at K-12 schools and universities in the US, Canada and Mexico."
Learning enterprises are much less responsive to market forces than to public policy and the pressure to transform often guides the nature of the transformation process itself. How do other countries deal with these issues? Here we are in contact with a Canadian lab at Ontario Institute for Educational Studies and with a Mexican lab at Instituto de Investigación Educativa in Ciudad Victoria. We are also conducting our own studies here in the United States.

Charter schools are learning enterprises which differ from public schools in that their enrollment is not assured. They must seek students and persuade their parents to join the school before they have an enrollment. This creates a radically different parent/school relationship and the beginning of a "quasi-market" for public education and school choice for their clients. |
